The European Health Data Space (EHDS) for secondary use relies on collaboration between EU member states and the European Commission. Strong governance and secure procedures are essential for building trust and ensuring quality. The governance framework is based on five principles: accountability, security, data privacy, public interest, and transparency. It is structured into four layers:
Policy Layer: Strategic planning and stakeholder engagement via the EHDS Board and Stakeholder Forum.
Strategic Layer: Long-term direction and standards set by the Commission and the Steering Group.
Operational Layer: Day-to-day management by national health data access bodies.
Technical Layer: Implementation and technical oversight by the Commission through the central platform.
Key procedures enable cross-border data access and secure processing across multiple countries.
